No. What’s even the point? For Russia to become a developed, independent country, it needs to grow its population, not its territory. A weak domestic market means dependence on external ones. The Chinese have nailed this: they have their own movies we’ll never watch, their own memes we’ll never understand, their own bands we’ll never hear, and their own internet we’ll never browse. It's all because they have a highly developed domestic market driven by a massive population and a high level of industrialization.
Countries like Finland and the like will never be truly independent; they will always depend on stronger nations because they physically cannot be self-sufficient.
